Child Find and Referrals for Special Education

The Tonganoxie and Basehor-Linwood School Districts are committed to providing educational opportunities that meet the needs of each student. Both districts along with the TBLSEC engage in age-appropriate child find activities that locate, evaluate, and identify students in need of special education services.

Early Childhood Screenings

The TBLSEC offers developmental screening for children from ages 3-5 who reside in either USD 458 or USD 464, are not kindergarten eligible, and are suspected of having developmental delays in one or more of the following areas:

  • Fine and gross motor
  • Speech and language
  • Self-help skills
  • Early learning skills
  • Behavior and social development
  • Hearing and vision

If you have a child and you are concerned about his or her development, please call the ELC at 913.662.7150 to set up an appointment at one of our monthly screening dates listed below.

For children under age 3, with no developmental concerns: Parents As Teachers home visitation services are offered for children birth to 5 years. Explore Parents As Teachers.

For children under age 3 with developmental concerns, please contact Leavenworth County Tiny-K - 913.250.1111.
School-Age Referrals

Students ages 5 through 21, including those in private/parochial schools, homeschooled, highly mobile including migrant and homeless, or are wards of the State, may be referred for a special education evaluation by school personnel when a disability is suspected. Parents are notified and involved in the process. A special education evaluation cannot take place without the written consent of the parent. Parents may also initiate a referral for special education evaluation.

The need for special education and related services is determined in consultation with the parents at each school in the Tonganoxie and Basehor-Linwood School District. Parents are encouraged to contact their child’s teacher, counselor, school psychologist, or building principal with concerns about their child’s development and progress. Further information about referrals for special education services can be obtained by contacting the school psychologist or principal at the child’s school, or by calling Donna Foy, Director of Special Education, at 913.724.2348.

Private/Parochial School Consultation

The TBLSEC works with the private schools located in the boundaries of USD 458 and USD 464 to locate, evaluate, and identify children in need of special education services. Administrators at the private/parochial schools are encouraged to contact the TBLSEC when a student is suspected of having a disability. Parents may request an evaluation for their child by contacting the private/parochial school principal.

Parents of Tonganoxie and Basehor-Linwood students attending private/parochial schools outside the USD 458 or USD 464 boundaries may refer their child for a special education evaluation by contacting the TBLSEC office at 913.724.2348.
