General Information

Welcome to the Tonganoxie/Basehor-Linwood Special Education Cooperative!

The Tonganoxie/Basehor-Linwood Special Education Cooperative (TBLSEC) provides comprehensive special education in accordance with the Individuals with Disabilities Education Improvement Act (IDEA 2004) and state requirements contained within the Kansas Administrative Regulations.

We serve students with disabilities ages 3 through 21 and students who are gifted in Kindergarten through 12th grade residing in the Basehor-Linwood and Tonganoxie School Districts. Infants and toddlers with disabilities birth to age 3 are served through the Leavenworth County Infant Toddler Program.

Services Based Upon Eligibility and Need:

Special education services are individualized based upon the specific needs of the student. Initial identification for special education involves the use of a variety of assessment tools and strategies to gather relevant functional, developmental, and academic information to assist in determining whether a child is eligible for services. There is a two-pronged test for eligibility: (1) whether the child is a child with an exceptionality (disability or giftedness); and (2) whether the child has a need for special education services (specially designed instruction) in order to participate and progress in the general education curriculum. Eligibility is determined by gathering information from a variety of sources such as the student’s response to general education interventions, record reviews, interviews, observations, and tests. Information from outside sources is also considered, when available.

Individualized Education Program (IEP):

An IEP is written for each student with an exceptionality, which describes the child’s educational program and is developed by the IEP team, which includes parents, school professionals, the student (when appropriate), and personnel from other agencies as appropriate. The IEP describes and guides services for each child on an individual basis. It assists teachers and other staff to have very specific, well-defined measurable annual goals. All persons involved should have high expectations for children and work from a strengths perspective in developing educational programs.

Service Delivery:

Special education services are provided in every school in Tonganoxie and Basehor-Linwood. The majority of students are served in their neighborhood school. Students participate in the general education classroom and curriculum to the maximum extent appropriate to meet their individual needs. TBLSEC provides a full continuum of services to students in our districts.
