School business can only be legally transacted by the board when it is sitting in regular or special meetings at which there is an attendance of at least four members and at which minutes are recorded, copies of which are filed in the superintendents office. The board functions as a unit. As a general rule, each member present should vote on all motions. Although on a given action, any member may abstain and have the reason for his abstention entered on the record of the minutes, the action of the board is binding on all members and can never be considered as a fractional board action.
